Eburutu Fishery Development Limited (EFDL) is a government-backed Special Purpose Vehicle incorporated to develop, own, and operate an integrated fisheries and marine infrastructure complex on the Calabar River waterfront in Cross River State, Nigeria.

Structured as a sovereign-adjacent PPP, EFDL is majority-owned by Amet Industries Limited (60%) in strategic partnership with the Government of Cross River State (40%). Financed by Globus under a confirmed USD 134,118,750 ECA-backed facility, with First Bank Nigeria Plc as Guarantor.
